Lower Colorado River Basin
Our vision is a revitalized desert Southwest and U.S.–Mexico border region where clean water, thriving ecosystems, and inclusive economic opportunity are made possible through integrated, community-led infrastructure innovation.

The Colorado River Basin is the lifeline for more than 40 million people, 5.5 million acres of farmland, and critical ecosystems across seven U.S. states and Mexico. Yet, the basin is under unprecedented stress. The basin currently faces an annual structural deficit of roughly 1.2–1.5 million acre-feet per year, and long-term projections show that by 2060 the shortfall could exceed 3.2 million acre-feet per year if no new supply or efficiency measures are implemented. This equates to nearly the entire annual water use of the State of Arizona today. This crisis is more than a regional issue — it is a national security, economic, and public health challenge. The urgency for new water sources, more efficient conveyance, and integrated solutions has never been greater.
The Horeb Group is responding directly to this need with a portfolio of projects that expand water supply, enhance efficiency, and align with the long-term sustainability goals of the region and the nation. With strategic partnerships, unique water rights, and ready-to-launch opportunities, we will be positioned to build an unparalleled portfolio that aligns with both infrastructure needs and investor priorities in sustainability, resilience, and growth.
